High national defence spending
This scenario illustrates how the national escape clause for defence interacts with the net-expenditure rule and the control account.
Setup
The scenario assumes a Member State invoking the national escape clause, with defence-related expenditure rising substantially over the plan horizon. Use the Load defence scenario button in Step 3 — Enter plan of the FISCO workbook to populate the relevant cells.
What FISCO shows
The scenario walks through how the additional defence spending is treated relative to the net-expenditure aggregate, how the cumulative balance of the control account responds, and how the assessment surfaces compliance vs. non-compliance against the Code of Conduct (ECOFIN 16230/25).
